YABLOKO’s Anti-Corruption Policy Centre took part in the public discussion of the bill on the protection of the rights of the applicants on corruption. Draft amendments to the law “On Combating Corruption” were proposed by the Ministry of Labour and Social Protection of the Russian Federation. The lawyers of YABLOKO’s Anti-Corruption Policy Centre positively assessed the initiative of the Ministry of Labour, but also recommended to extend the law on schools and universities students, as well as medical patients, by means of developing a clear mechanism of protection against retaliation for reporting corruption. YABLOKO Chair Emilia Slabunova forwarded a request to the FSB security service Chief Alexander Bortnikov demanding to bring the department officers to responsibility for putting pressure on the party activists in Stavropol, south Russia. The FSB officers insist that YABLOKO activists must give up the idea of holding a rally in memory of Boris Nemtsov which was already authorized by the city hall.

The State Duma adopted in an urgent order, the Federation Council approved and the President signed the Law on Amendments to the Criminal Code, which excluded even the very concept of domestic violence and a special responsibility for it from the Code. Responsibility for beatings of relatives was excluded from Article 116 of the Criminal Code depriving the most vulnerable groups – children, the elderly and women – of such preventive measures as threat of criminal prosecution for domestic violence. The 53rd Munich Security Conference opens on 17 February. While it represents a continuation of the Meeting of G20 Foreign Ministers and could become a platform for contacts on a range of issues, it is highly unlikely that we should seriously expect anything from the Munich Forum. It would appear that this time the ministers gathering in Germany don’t understand what is happening and are not ready to take any practical solutions.

YABLOKO’s Anti-Corruption Policies Centre has found out that the Russian Pension Fund is going to spend (without any tenders) 27 million roubles on for official travel of its staff in 2017. Sergei Mitrokhin, member of YABLOKO’s Federal Political Committee and head of Anti-Corruption Policies Centre, demands that the Fund should reduce this expenditure and has reported the violation of the Law on Protection of Competition to the Federal Anti-Monopoly Service.

The Moscow branch of YABLOKO released a statement against the destruction of the All-Russia State Library for Foreign Literature, one of the major cultural assets of the country. After Vadim Duda, the adviser to Russia’s Culture Minister Vladimir Medinsky, was appointed head of the library it is being systematically destroyed and the work on the rapprochement with other countries and cultures is being nullified.
