The Supreme Court to consider an appeal on classifying military casualties in peacetime

On 10 November, the Board of Appeals of the Supreme Court of Russia will hear the appeal of public figures against the refusal to recognize the presidential decree to classify military casualties in peacetime unlawful.
Among the nine applicants are Lev Shlosberg, Chairman of the Pskov YABLOKO, Ivan Pavlov, human rights activist Ivan Pavlov, journalists Grigory Pasko and Timur Olevsky and others.
On 28 May 2015, Vladimir Putin signed a decree stipulating that information, revealing losses of the Ministry of Defence in peacetime and during special operations should be classified and refer to state secret.
The applicants believe that the presidential decree violated the constitutionally guaranteed right to seek and disseminate information.
“There can be no secret losses in the army in peacetime, the public should know what price it pays for the operations of the Armed Forces, as it finances them through taxes, and last year it turned out that the money of Russian citizens were directly allotted on killing people,” Lev Shlosberg said.
On 13 August, the Supreme Court dismissed the appeal of public figures.
