How can we stop the war and achieve peace in Donbass? This is what should be done:

1. All Russian “servicemen and rebels” and all the units of the Russian armed forces must be withdrawn from Donbass. All military, financial, diplomatic and any other support for the separatist forces and movements in the territory of Ukraine must be stopped immediately.

2. We must assist the international peacekeeping force with ensuring security of civilians in Donbass in every possible way.

3. We must abandon the “limited sovereignty” policy regarding Ukraine. We must not prevent Ukraine from choosing the European way of development.

4. We must immediately stop kindling war with Ukraine and the propaganda of war in Russian state media.

5. We must conduct an exchange of prisoners and grant an amnesty.

6. We must propose the Normandy contact group and the USA to establish the international trusteeship system over “the territory of the Donetsk and Lugansk Regions with a special order of local self-governance” based on the international trusteeship system under Chapter XII of the UN Charter using the experience of the Dayton Agreement of 1995 and the Saar statute of 1954.

7. We must make a spacial multilateral (Ukraine, Russia, Germany, France, the US and the EU) agreement on the interim status of “the territory of the Donetsk and Lugansk Regions with a special order of local self-governance” under the auspices of the UN Security Council, according to which all the regulatory powers over the area will be delegated to the international governing bodies, and legal proceedings, law enforcement practice, boarder control will be exercised by representatives of the countries that signed the agreement.

8. We must demilitarise all the Donbass Region and the adjoining areas.

9. We must develop and implement “the special economic zone” regime on the basis of a combination of the Ukraine–European Union Association Agreement and the renewal of the CIS Free Trade Agreement. We must establish special foundations on economic aid to reflate the economy and social services of the region.

10. All the territory of Donbass must be placed under the control of Ukraine after all the participants of the agreement confirm that all the necessary conditions for the security as well as decent living conditions for the population were created.
