The Legislative Assembly of the Republic of Karelia refused to include in the agenda of its meeting on 22 September a question about the order “On conducting partial mobilisation in the Republic of Karelia” submitted by Emilia Slabunova, head of the Yabloko faction. The already published orders on mobilisation in a number of regions, that are typical for the Ministry of Defense, contain requirements to prohibit military personnel from leaving the districts (cities) without mobilisation orders and who have not received a summons. Emilia Slabunova also indicated that many residents of Kondopoga and nearby areas daily commute to work in Petrozavodsk.
The Chairman of the Legislative Assembly said that the agenda of the meeting was large, and it was necessary to focus on it. As a result, nine deputies out of 32 present voted for the inclusion of the issue on the agenda, and 13 were against.
“Reservists and those who are temporarily residing [in Karelia] are ordered to return to their place of permanent residence. A huge number of people live in one place and work in another, including on a rotational basis. What will happen to the work of enterprises and organisations when they leave their jobs, who will feed them and their families when they return to their place of permanent registration?! How will the issue be resolved in case of mobilisation of entrepreneurs, who hired people in their firms, and what about their thpersonal guarantees to banks against loans? The shock of families, apparently, does not particularly bother the deputies from the ruling party or the government,” Emilia Slabunova commented on the decision of the Legislative Assembly.
A day earlier, the Council of the Regional Assembly of Deputies in Pskov decided to exclude from the agenda of its September session the bill of the Pskov Yabloko on the protection of conscripts from participating in hostilities outside martial law.
