Yavlinsky on Medvedev’s plans to reform the public administration system

Dmitri Medvedev is going to reform the system of public administration. For this purpose he wants to appoint a commission. Vladimir Putin supports the idea. It would look as if the Prime Minister is going to pull himself out of a mire by his own hair like Baron Munchausen.
One would think that for the last 16 years Putin and Medvedev have been reforming and constructing the public administration system the way they can. No one disturbs them and not even interferes. Suddenly it turns out that there is lack of cooperation, performance quality control, responsibility in the public administration system… In other words, there is corruption, all the rest is missing.
If during such a long period of time, taking into consideration all the possibilities that they had, nothing else came out maybe someone else should do it instead – another President and Prime Minister? Oh, no. They appoint themselves to a commission on reforming themselves.
The purport of another imitation is self-preservation. They can see that their public administration system is not effective but they do not want to step down. They have been in power for so long that they think that they are the state. However, it is not so.
