Yabloko’s programme for the 9 September 2018 elections to Krasnoyarsk City Council

1. Return the citizens control over the city.
Elect a new mayor via direct and competitive elections.
Expand public participation in decision-making on key issues of the development of the city and its areas.
Ensure civil control over the work of city and district administrative bodies by obliging officials to report on their work publicly. The results of their work should be evaluated by the residents of Krasnoyarsk.
Simplify the procedure of legislative initiatives for the citizens and conduct referendums on topics issues of the city and its areas.
2. Improve the environmental situation in the city
Force major air pollutants cut their emissions.
Tighten control over exhaust emissions and the quality of fuel at petrol station.
Protect local forests from destruction granting them the status of a natural reserve.
Pay indemnities to the citizens who suffered because of bad environmental situation.
Develop a programme of green spaces creation.
3. Overcome transport collapse
Reconsider the transport policy of the city.
Increase travel privileges for pensioners and disabled persons.
Make public transport more accessible, convenient and comfortable. Extend the route network. Create a mechanism of licence withdrawal from mala fide transport operators.
Pay special attention to road construction. Introduce public control over road construction works.
4. Housing and utilise sector improvement
Introduce an effective control system over major structural repairs – from selecting a building to employing a contractor and accepting work.
Introduce strict municipal control over housing and utilities companies in accordance with the Housing Code.
Educate citizens to manage affairs with housing and utilities companies by organising special workshops and meeting to exchange experience.
5. Introduce a bill on adding a Northern hardship bonus to pensions in Krasnoyarsk.
