Yabloko’s appeal to the City Council demanding that the second round of the Novosibirsk mayoral election be returned

On 12 October, the local organisation of the Novosibirsk branch Yabloko appealed to the City Council of Novosibirsk with a proposal to return the second round of the mayoral election. The appeal is addressed to Dmitry Asantsev, Chairman of the Council of Deputies, and Igor Atyakshev, Chairman of the profile commission on local self-government.
“We believe that Novosibirsk, as the largest municipal entity in Russia, should not be limited to the still remaining institution of direct mayoral elections. The political development of the city requires improvement of the existing democratic mechanisms. It should be noted that the return of the clause on the “second round” of [mayoral elections] to the city charter will increase the level of legitimacy of the elected mayor and ensure the sustainability of the authorities. Today, in the present difficult social and political situation in Russia, this is especially needed,” the address runs.
Yabloko representatives in Novosibirsk intend to initiate another discussion of the return to the majority system and the return of the second round in the Novosibirsk mayoral election. The first meeting of the Local Self-Government Commission in the new convocation of the City Council is to be held on 19 October.
It should be noted that in 2013 the majority system in the Novosibirsk mayoral elections was abolished by the decision of the Council of Deputies. The Novosibirsk branch of Yabloko as well as a number of public organisations opposed this decision.
