YABLOKO undermines an oligarch’s monopoly of school textbooks

On YABLOKO’s claim, the Federal Anti-Monopoly Service conducted an investigation and found out that the Moscow State Department of Education violated the anti-monopoly legislation by ordering schools to buy textbooks published by the Prosveshcheniye Publishing House. The Federal Anti-Monopoly Service issued instructions to the Moscow Department of Education to rectify the discovered violations of the law.
Earlier the Kommersant newspaper reported that the Moscow State Department of Education forwarded a letter to 136 schools of Moscow recommending them to by textbooks for primary school published by Prosveshcheniye. YABLOKO’s Anti-corruption policy centre considered that the Department violated the law, therefore, head of the centre Sergei Mitrokhin forwarded a claim to the Federal Anti-Monopoly Service.
According to an open source, Arkady Rotenberg, a billionaire and friend of Vladimir Putin, is a shareholder and member of board of directors of the publishing house. YABLOKO claims that attempted monopolisation of the market by the publishing house is connected with Rotenberg’s involvement in the publishing business.
