The Yabloko party Congress adopted a package of key proposals for the reform in the party

The delegates to the 21 st Congress of the Yabloko Party adopted a package of key proposals for reforming the party. Amending the party by-laws required votes of at least two-thirds of the delegates to the Congress.
The Congress adopted the following amendments:
– party-wide preliminary voting in the elections of the party Chairman (mandatory) and in the elections of the chairmen of regional branches (optional);
– primaries of candidates for elections at all levels (optional);
– a party-wide discussion where all party members participate;
– registration of party supporters who will be able to take part in the primaries;
– introduction of a probationary period (one year) upon joining the party;
– recommendations of two current party members (their experience in the party should be at least three years) for an applicant wishing to join the party;
– the party arbitration commission has become the ultimate authority when challenging expelling from the party, now it will be able to revoke the expelling (previously it had the right only to recommend);
– easing of the norms for the creation of intra-party factions, now creating of a faction requires 100 people from a third of all regional organisations, at least three people in each (it has been 300 people with at least ten members in each region).
Other amendments will be considered at the next stage of the Congress, which will take place after the elections to the State Duma in September.
On 4 April, the Congress will begin work at 10 a.m. and will consider, among other issues, preparation for the parliamentary election campaign.
