The Yabloko faction of the Moscow City Duma proposes to give the Moscow parliament the right to approve appointment of top Moscow officials

The Yabloko faction of the Moscow City Duma proposes that the Moscow parliament should have the right to approve appointment and dismissal by the Mayor of top Moscow officials such as Vice Mayors, ministers of the city government, districts heads, heads of local administrations, while the same candidacy cannot be submitted for approval for a post more than two times.
In addition, if the Yabloko’s bill is passed by the City Duma, Moscow will get system of reporting of not only the Mayor, but also his deputies, city ministers and heads of administrations before the city parliament. Moscow MPs will have the right to express distrust and approve the structure of the executive authorities in Moscow. For this, the Yabloko faction proposes amendments to Articles 35, 41, 44, 45 and 46 of the Charter of Moscow.
Maxim Kruglov, head of the Yabloko faction in the Moscow City Duma, emphasises that the executive branch, which now has full authority, is completely uncontrolled. According to Kruglov, it is necessary to work out a balance, and the city parliament should receive real powers.
The Moscow City Duma has the least powers out of all regional parliaments in Russia. The Yabloko party consistently proposes to give the Moscow City Duma real, rather than formal, powers.
