The Public Prosecutor’s Office will check the lawfulness of the lottery conducted by the Moscow Mayor’s Office for the State Duma elections

The Yabloko party asks the Public Prosecutor’s Office to check the lawfulness of the “Million Prizes – #ChoosingTogether” lottery, which the Moscow government is conducting to encourage Muscovites to participate in online voting in the elections to the State Duma.
The actions of the Moscow government are unlawful and violate the principles of free and voluntary participation in elections, Ybaloko’s complaint runs.
First, the officials violated Articile 2 Paragraph 3 of the Law “On Basic Guarantees of Electoral Rights”, which states that citizen’s participation in elections is free and voluntary, and that no one has the right to influence a citizen in order to force him/her to participate or not to participate in elections.
Second, Articile 69 Paragraph 3 of the law “On elections of deputies of the State Duma” directly prohibits holding of lotteries that are in any way connected with elections to the lower house of parliament.
“I am asking you to carry out a Public Prosecutor’s check and … bring a submission to officials of the Moscow city government on the elimination of violations of the law,” the complaint runs.
The elections of the State Duma will be held on September 17-19. The Yabloko party will be listed on the ballot under number 7.
