Press Release, 13.09.2019

1. Termination of judicial and criminal prosecution of citizens for political reasons. Muscovites, who actively express their protest against systematic fraud of elections be authorities, have every reason to protest, including in the form of peaceful demonstrations and rallies. Political reprisals must be stopped immediately, sentences canceled. A decision obliging the Moscow authorities to ensure safety of residents of Moscow must be adopted, beatings of peaceful protesters must be completely ruled out.

2. Dissolution of the Moscow City Electoral Commission, which was unable to fulfill its direct responsibilities in organisation of the Moscow City Duma elections and bringing it to a sharp public conflict instead.

3. Immediate adoption of a new law on the Moscow City Duma, with a new representativeness (at least 110 deputies) and real, not formal, powers.

4. Adoption of a new law on elections to the Moscow City Duma, according to which half of the deputies will be elected according to party lists, and half according to the majority system with elections in two rounds.

5. Dissolution of the Public Chamber and other currently existing public structures under the Office of the Mayor of Moscow and the formation of new ones according to new principles and rules, with a complete renewal of the composition, excluding those officials who brought discredit on themselves.

6. Adoption of the law on the introduction of real civilian control over law enforcement agencies in Moscow with vesting of newly formed special public structures with all relevant powers.

7. Ban on transfer of the forces of the Ministry of Internal Affairs and the Russian Guard from other regions to Russia to Moscow; officers of the police and other law enforcement agencies should only serve at the place of permanent deployment of the unit, transfer to other regions is possible only to eliminate natural disasters and in case of other emergencies.

8. Initiate the start of judicial reform. As a first step, demand a decision on depriving chairpersons of courts of their influence on the process of appointing and dismissing judges, as well as distribution of cases between judges. Introduce a rotation of court chairpersons. Establish the rules for distribution of cases between judges by lot. Election of a part of the judges directly by the population, and appointment of another part on the proposal of professional public organisations.

On Monday, September 16, Moscow City Duma deputies from the Yabloko party Daria Besedina, Yevgeny Bunimovich, Maxim Kruglov and Sergei Mitrokhin will talk about the plans for the Yabloko faction at a press conference in the Interfax news agency.
