On 3 August, Yabloko candidates Nikolai Gromov (electoral district No. 11 – Vyborgsky District, St.Petersburg) and Ilya Siyalov (electoral district No. 8 – Krasnogvardeisky District, St.Petersburg) were denied registration in the elections to the Legislative Assembly of St. Petersburg, and the electoral commission refused to take documents of Ksenia Mikhailova (electoral district No. 3 – Petrogradsky District, St.Petersburg).
Territorial Electoral Commission No. 34 unlawfully denied registration to Nikolay Gromov, a candidate for the Legislative Assembly from Yabloko.
According to the electoral commission, the Federal Political Committee of Yabloko failed to correctlysign the document on the approval of Gromov’s candidacy in the elections to the Legislative Assembly: there is no authorized person’s signature at the places where the list was stitched and there is no numbering of the sheets. The commission’s arguments are unlawful as the law does not establish any requirements for this document.
Ilya Siyalov, Yabloko’s candidate in electoral district No. 8, was also denied registration today, as Territorial Electoral Commission No. 45 claims that the resolution of the Yabloko Congress, which Ilya submitted to the electoral commission, indicated a wrong number of congress delegates. However, the resolution states the correct number of congress participants: 108.
In addition, the electoral commission “found” Ilya Siyalov “daughter” on whom he failed to provide information. However, Ilya Siyalov does not have a daughter.
Earlier, on 31 July, Territorial Electoral Commission No. 18 refused to register Ksenia Mikhailova. The electoral commission claimed that the candidate allegedly did not submit to the commission a certificate on the expenses of her underage children. At the same time, a full set of documents for nomination was submitted to the commission on 22 July. On 2 August, Ksenia re-applied to the territorial electoral commission and received permission to open a new electoral account.
However, the number of the electoral district was incorrectly indicated in the permit. Noticing this, Ksenia Mikhailova returned to the electoral commission to receive a correct document. But the commission informed her that they refused to accept her documents and intended to return them back to her. The commission justified this by the fact that Mikhailova had to provide a document “on re-nomination from the party” since she was once refused registration. However, no law envisages provision of such a document.
Tomorrow Territorial Electoral Commission No. 15 will consider the issue of refusing registration to one more Yabloko candidate for the Legislative Assembly, Lyubov Duve. It follows from the draft decision that the commission will use the same arguments as in the case of Nikolai Gromov.
