Grigory Yavlinsky to launch a unit of his presidential programme on budgetary policy in Tomsk
On 16th November, presidential candidate Grigory Yavlinsky will arrive in Tomsk to launch his initiative on The New Budgetary Policy. He will meet students and lecturers of local universities, discuss his programme with experts and journalists about it.
The initiative on The New Budgetary Policy will become part of Yavlinsky’s presidential campaign. “It is time we invest money in the development of cities and regions, in hospitals and kindergartens, in modern roads and houses across the country, it’s time we increase salaries and pensions,” Yavlisnky said.
The new budgetary policy proposes distributing tax return among the centre, regions and municipalities in equal proportion. At the moment 66 per cent of the Tomsk Region taxes go into the federal budget, 28 percent go into the regional budget and only 6 per cent – to the municipal budget.
Secondly, the priorities of the budgetary policy must change: the expenditure on members of the top brass and officials must be cut. And the expenditure on the social sphere must be increased.
The third part of the programme is to improve the transparency of income and expenditure as well as cut ineffective and expensive projects.
Grigory Yavlinsky’s election headquarters will be opened in 57 cities of 45 regions on Russia.
