Demolition of five-storey apartment blocks violates the Constitution

On April 6, the Moscow branch of Yabloko conducted a round table on the demolition of five-storey apartment blocks. In February the Moscow government launched a mass-scale project on the renovation of the housing fund, which involves the demolition of about 8000 apartment blocks constructed in 1950-1972 and rehousing about 1,6 million Muscovites. The scale of the project resulted into the necessity of amendments to the federal legislation, which were introduced to the State Duma. At the same time, the project did not undergo any preliminary public discussion, and the possible consequence of the project still remain unclear. In order to fill up the deficit of information Yabloko organised a round table and invited architectures, city developers, housing experts, sociologists and activists. The experts discovered a large number of defects in the project of the Moscow government: from technical details to its constitutionality.
