Citizens of St.Petersburg must gain the right to propose bills
Deputy of St. Petersburg Legislative Assembly Grigory Yavlinsky suggested granting the rights of legislative initiative to the citizens of St.Petersburg since this right is a form of the citizens’ exercitation of power on equal terms with referendum and free elections guaranteed by the Constitution.
Yavlisnky introduced the bill on civil legislative initiative to the Legislative Assembly of St.Petersburg. According to the bill, a civil initiative which will gain 10 thousand signatures of St.Petersburg citizens must be considered by the Legislative Assembly.
Yavlinsky claims that the measure will increase the involvement of the citizens in the public and political life of the city and promote the development of civil society.
