“Anti-terrorism” laws became more draconian at the second reading
The amendments to the “anti-terrorism” bills proposed by the State Duma at the second reading have become more repressive. According to YABLOKO leader Sergei Mitrokhin, they aim to prosecute Internet users and activists, not terrorists.
The anti-Internet bill not only obliges the owners of websites to keep all the information including comments, private correspondence of the users, search requests and so on over a six months period and provide it upon the request of police or the Federal Security Service but also puts a large number of obligations on the owners of websites which have more than 3000 visitors per day. The obligations are described rather abstractly. If the law is broken, an administrative fine will be imposed and the resource will be closed. Actually, it gives grounds for closing opposition websites and blogs.
The prison term for inciting mass riots is increased: from 8 to 15 years of imprisonment.
“We know who will be charged with these articles. Activists will be prosecuted instead of terrorists,” commented Sergei Mitrokhin.
