On 11 March, Andrei Yegorov, a member of St.Petersburg Territorial Electoral Commission No. 29 from the Yabloko party, received a call from the electoral commission secretary who said that the military commissar wanted to meet with him. On 12 March, Yegorov received a call from a representative of the district military commissariat. On the same day, Yabloko representatives in Territorial electoral Commission No. 37, Pavel Khodunov and Alexander Kirsanov, were handed summonses by a representative of the military commissariat at the commission meeting during consideration of the issue of forming precinct electoral commissions. The date that Khodunov and Kirsanov must come to the commissariat is the first day of voting at presidential election, 15 March. In addition, the Territorial Electoral commission refused to appoint Kirsanov to the precinct electoral commission without legal grounds.
Boris Vishnevsky, Deputy of the Legislative Assembly of St. Petersburg and Deputy Chairman of the Yabloko party, appealed to the head of the Central Electoral Commission of Russia Ella Pamfilova with a demand to take action on violations of the rights of members of electoral commissions in St. Petersburg.
“I believe that allowing representatives of military commissariats to attend meetings of working bodies [of electoral commissions] and providing them with personal data of members of electoral commissions goes beyond the competence of territorial electoral commissions. I also believe that the purpose of these actions is to prevent the participation of members of electoral commissions appointed on the proposals of the Yabloko party,” Boris Vishnevsky writes in his appeal to Pamfilova.
It should be noted that Yabloko does not support any of the candidates in these elections. Nevertheless, several thousand representatives of our party will work in precinct and territorial electoral commissions throughout the country.
