The Vasileostrovsky District Court of St.Petersburg declared unlawful the refusal of the local administration of Murino (the Leningrad region) to approve a rally against electronic military draft papers, which the St. Petersburg Yabloko announced for 29 April. The local administration must reconsider the notice of Yabloko for holding a rally. The decision enters into force with immediate effect. The hearing took place on Wednesday, 26 April.
The applicant in the case, Boris Vishnevsky, Deputy Chairman of the Yabloko Party and MP of the Legislative Assembly of St. Petersburg, was represented in court by Alexander Kobrinsky, lawyer of the regional branch of the Yabloko party.
Members of the St. Petersburg branch of Yabloko twice applied to the Murino administration to hold a rally against electronic military draft papers. For the first time, the officials refused because the application was submitted not on paper, but in electronic form. However, when this requirement was met, the municipal authorities refused again, referring to some new reasons allegedly envisaged in some “protocol of the meeting of the operational headquarters of the Leningrad region” which, in fact, contradicts the federal law.
