A legal case connected with the absence of a decree on the completion of mobilisation emerged in Chita. The Novgorod branch of Yabloko appealed to the President

Anna Cherepanova, head of the Yabloko party faction in the Novgorod City Duma, called on the Russian President to issue a decree on the completion of partial mobilisation. The faction’s appeal, signed by MP Cherepanova, was sent to Vladimir Putin on 30 November.
In her address, Anna Cherepanova draws attention of the President to the fact that despite the public statements of the President of the Russian Federation on the completion of partial mobilisation, his decree on mobilization is still in force arising anxiety in society in connection with the possible “second round” of mobilization, as well as violates the rights of citizens undergoing military service under a contract to be dismissed due to the expiration of their term of military service. Commanders of military units and courts, referring to the absence of a normative legal act on the completion of partial mobilisation, turn down the demands of contract servicemen for dismissal from military service.
In particular, the decision of the Chita Military Court dated 23 November, 2022, runs that the arguments about the completion of partial mobilisation are unfounded, since partial mobilisation announced in the Russian Federation since 21 September, 2022, has not been terminated by any normative act, and the Presidential Decree “On the announcement of partial mobilisation in the Russian Federation” has not been canceled and continues to be in force. According to the court, information received from the media (television) cannot replace the normative legal acts published in accordance with the established procedure.
“Social tension is growing in society, caused by violations of the rights of citizens during the mobilisation. Mothers and wives of servicemen complain about the low level of training and equipment of the mobilised and demand the return of their sons and husbands from the special military operation zone. The voices of protest are getting louder and clearer, the society must get the answers to its questions grounded on law. The issuance of a decree on the completion of partial mobilisation will, to some extent, normalise the life of Russian families and give them the opportunity to plan their future,” Anna Cherepanova notes in her address.
It should be noted that earlier such appeals were sent to President Putin by Yabloko deputies in the Legislative Assembly of Karelia, the Moscow City Duma, and the Pskov Regional Assembly of Deputies. Dmitry Peskov, Press Secretary of the President of the Russian Federation, has already told journalists twice that he did not see the first appeal by the Karelian Yabloko sent to the President on 22 November.
