Two million Moscow pensioners will receive an increase to their pension in 2022

The increase in the “Moscow allowance” to pensioners in Moscow [a regional allowance which is decided by regional authorities] was a key point in the electoral programme of Vladimir Ryzhkov, a recently elected Moscow City Duma deputy from Yabloko.
Ryzhkov’s initiative to increase the “Moscow allowance” was supported by 5,700 Muscovites. In September, the signatures with a justification of the need to increase the “Moscow allowance” to pensioners were submitted to the Moscow Government. The appeal was considered by the city goevrment, and the corresponding changes were made to the draft budget for 2022.
In 2022, the minimum pension, together with the city allowance, will grow to 21,193 roubles – by almost a thousand roubles.
Thus, “the minimum pension for a non-working pensioner in Moscow will be 1.5 times higher than that provided for by federal legislation”, the website of the Moscow City Administration reported. In total, the city allocates about 24 billion roubles for the increase in the allowance.
The increase in the “Moscow allowance” to pensions was the first point of the electoral programme of Vladimir Ryzhkov in the by-elections to the Moscow City Duma. Ryzhkov proposed increasing the regional allowance to non-working pensioners in Moscow from an average of 7,000 to 10,000 roubles. This measure should affect 2,1 million Moscow pensioners.
On 19 September, 2021, Vladimir Ryzhkov won the by-elections to the Moscow City Duma and became the fifth deputy of the Yabloko faction in the Moscow parliament.
“This decision (to increase the allowance by 1,000 roubles) does not fully implement my proposal, but on the whole, a step has been taken in the right direction. Support for pensioners and their income is a key area of social policy in the capital and the country. Next year I will propose to make one more increase in the allowance, outstripping the rate of price growth ”, Vladimir Ryzhkov commented on the decision of the Moscow government.
