The key task is to protect and represent the interests of thousands of our voters; formulate a meaningful alternative to the current government.

The questions I will raise in the Duma are as follows:

– return of direct elections of the mayor of Veliky Novgorod;

– financial independence of the city. Increasing the share of personal income tax going to our budget from 15 to 50%. Strict control over budget expenditures, systemic fight against corruption;

– independent control over housing and utilities tariffs and natural monopolies;

– returning to Veliky Novgorod the powers over public transport, urban planning policy and land management;

– modern education. Construction of kindergartens and schools where citizens need it. Maintenance and repair of kindergartens and schools at the expense of the budget, ending the practices of collecting money on maintenance of kindergartens and schools from parents;

– affordable healthcare. Increasing accessibility and quality of medical care;

– preservation of the historical architectural heritage of Veliky Novgorod, thoughtful and careful renovation of the historical centre. Support for arts and culture;

– ensuring effective control over the cleaning of the city, the construction and repair of roads and utility networks, and the resettlement of emergency housing;

– development of Veliky Novgorod as a university city and creation of conditions for self-realisation for the youth;

– increasing the volume of social guarantees for vulnerable categories of citizens: pensioners, families with children, and people with disabilities;

– implementation of programmes for the construction of municipal housing, and improving the infrastructure of the city.

The other factions in the Duma of Veliky Novgorod have not declared their intentions.
