The Novorzhevsky and Pustoshkinsky districts of the Pskov region, which are headed by Sofia Pugacheva and Svetlana Vasilkova, members of the Yabloko party elected heads of the districts in 2019, were among the best in the region in terms of the quality of financial management and received additional funding.

In 2022, the Novorzhevsky and Pustoshkinsky districts received additional funding from the regional budget amounting to 1.2 and 0.8 million roubles, respectively, as a measure of encouragement for local administrations for the high quality of municipal finance management.

According to the analysis of work for 2021, both the districts were among the top eight (out of 24) that received additional funding in the form of an additional incentive payment.

These additional payments from the regional budget were received by the districts in the second quarter of 2022 and spent on preparations for the heating season.

It should be noted that additional funding from the regional budget is a means of fiscal equalization and is allocated and distributed once a year based on the analysis of the results of the previous financial year carried out by the State Finance Committee of the Pskov Region.

When determining the best districts, the indicators of districts are evaluated according to a consolidated assessment of solvency and the quality of financial management, which include the following: the level of implementation of the revenue and the expenditure parts of the district budget, the timeliness and completeness of the implementation of budget obligations, the presence of municipal debt, savings in budget funds during municipal tenders and other indicators.
