The electoral commission of the Krylatskoye district in Moscow refused to register another candidate for the municipal elections from the Yabloko party – Stanislav Yelagin, the current municipal deputy, city historic preservation and environmental activist. The formal reason for the refusal to register Yelagin in the race was an allegedly incomplete package of documents. Earlier, the electoral commission refused to register Alexei Krapukhin, an activist and member of the Regional Council of the Moscow Yabloko. Both the Yabloko candidates will appeal the electoral commission’s decision.
On 8 July, the electoral commission of the Krylatskoye district in Moscow received from Alexei Krapukhin a package of documents for registration, which contained an extract of the conference of the Moscow branch of Yabloko on the nomination of all candidates from Yabloko, including Krapukhin and Yelagin. That is, the electoral commission received a document notifying that Alexei Krapukhin and Stanislav Yelagin were nominated by Yabloko to run in the municipal elections of the Krylatskoye district.
Later, the candidates learned that each of them had to bring a separate statement. On 14 July, Stanislav Yelagin brought the missing document, but the electoral commission did not accept the extract and refused to register Yelagin.
“As follows from the established practice (we easily found ten such decisions), the only thing that matters is that at the time of the decision on registration, the commission should have a properly executed decision on the nomination of a candidate [by a political party]. Other circumstances do not matter in the context of this dispute,” Alexei Krapukhin commented. “I should tell that the electoral commission of the Krylatskoye district did not inform Stanislav Yelagin about the so-called “absence” of the decision on his nomination in the Notice of Shortcomings in Documents on 19 July, and this is already a violation on their part,” Krapukhin said.
Alexei Krapukhin and Stanislav Yelagin express their confidence that the law is on their side and will defend their rights in court.
