Boris Vishnevsky, a member of the Legislative Assembly of St. Petersburg and deputy chairman of Yabloko, sent an appeal to Igor Krasnov, Public Prosecutor General of Russia, with a request to launch prosecutor’s investigation into for signs of crime in the statements of the head of the Chechen Republic Ramzan Kadyrov, who publicly called “terrorists” and “accomplices of terrorists” Igor Kalyapin, a member of the Council for Human Rights and Development of Civil Society under the President of the Russian Federation, Yelena Milashina, journalist of Novaya Gazeta, and two media – the Novaya Gazeta newspaper and the Dozhd TV channel. At the same time, Kadyrov said that “we have always eliminated terrorists and their accomplices, and there is no difference between them, and we will go on with this further.”
In addition, Boris Vishnevsky also asked to conduct an investigation into the words of the State Duma deputy Adam Delimkhanov, who had publicly promised to “cut off the heads” of the family members of Saidi Yangulbaev, a retired Judge of the Supreme Court of Chechnya.
According to Vishnevsky, the words of the leader of Chechnya and the high-ranking officials of the Ministry of Defence, the Ministry of Internal Affairs and the National Guard in the Chechen Republic who joined the leader in the threats, should be checked for signs of crimes under Article 282, Part 2, Paragraph A (inciting hatred or enmity, as well as humiliation of human dignity, with the use of violence or with the threat of its use) and Article 119 (threat of murder or infliction of grievous bodily harm) of the Criminal Code of the Russian Federation.
“They may tell me that it does not make sense. I realise that they will be fragging out and pending it. I have no illusions. And yet, “do obey your laws!” Boris Vishnevsky commented on his appeal.
On 3 February, Chairman Nikolai Rybakov demanded that Vladimir Putin stop violating the rights of citizens in Chechnya.
