Yabloko nominated Yaroslav Shcherbakov to run for Governor of the Chelyabinsk region

On 15 June, the conference of the Chelyabinsk branch of Yabloko nominated Yaroslav Shcherbakov, Chairman of the regional branch, as a candidate for the post of Governor of the Chelyabinsk region. In accordance with the law, the nomination of Shcherbakov was agreed upon by the Executive Committee of the Bureau of the Yabloko party.
Lev Shlosberg, member of the Federal Political Committee of the Yabloko Party and MP of the Pskov Regional Assembly of Deputies, took part in the conference.
Speaking at the conference, Yaroslav Shcherbakov said, “I was born, grew up and live here, the region is my home, and I am not going to move anywhere. I see opportunities for development in the region and I feel strong enough to realise these opportunities.”
He also presented the key points of his election programme “Sound Changes for the Chelyabinsk Region”:
– Sound competition in economics and politics (combating monopolies and corruption, developing a multiparty system and protecting small businesses; fair elections);
– Healthy home (gasification of the region, decentralisation of heat supply schemes, provision of households with roads, gas and electricity, preferential provision of land for the construction of individual housing);
– Healthy air (development of high-tech industries, banning of the construction of the Tominsky Mining and Processing Plant, as well as other facilities threatening environmental safety of the region, development of municipal forestry and preserving of forests);
– Healthy local self-government (strengthening local budgets, fair intergovernmental relations, direct election of heads of cities and regions);
– A healthy society (support for public initiatives, development of territorial public self-government, mandatory taking into account the decisions of public hearings).
After submitting the documents to the Electoral Commission of the Chelyabinsk Region, Yaroslav Shcherbakov has, in accordance with the law, to collect at least 266 signatures of municipal deputies and heads of local self-government in favour of his nomination as a candidate for the governorship. Yaroslav Shcherbakov has already sent letters to all 275 councils of urban and rural settlements and 43 assemblies of urban districts and municipal districts asking for support for his nomination. The election of Governor of the Chelyabinsk region will be held on 8 September, 2019, on a single voting day.
Yaroslav Shcherbakov was born was born in Chelyabinsk on 22 December, 1987.
He graduated from Chelyabinsk State University in 2010 with a degree in law. In 2013 he finished a post-graduate course of the university. Taught civil procedural law and international private law in the universities. Author of a number of legal studies in the field of competition law, the contract system of the Russian Federation, administrative law and the arbitral procedure. Chairman of the Public Council and member of the Expert Council on the application of legislation on the contract system at the Federal Antimonopoly Service in the Chelyabinsk region. Yaroslav Shcherbakov leads an uncompromising struggle against monopolies and cartels, and protects the interests of small and medium-sized businesses. Shcherbakov is successfully engaged in business activities, manages a number of companies, and creates jobs. Member of the Yabloko party since 2011. Participated in the regional and parliamentary elections from Yabloko.
