The authorities banned Sergei Mitrokhin, Yabloko Moscow City Duma deputy, from traveling abroad and arrested his accounts

The authorities banned Sergei Mitrokhin, Yabloko Moscow City Duma deputy and ex Chairman of Yabloko, from traveling abroad and arrested his accounts. Such measures were taken as part of the enforcement proceedings on administrative cases of offenses in connection with Mitrokhin’s participation in unauthorized public actions in the centre of Moscow on 27 January, 2021, and a “picket of homeless people” by the Federation Council on 17 March, for which he was fined 300,000 (approx. USD 3,750) and 150,000 roubles (approx. USD 1,875), respectively.
Sergei Mitrokhin timely paid these fines, and the receipts for these payments were sent to the Tverskoy District Court of Moscow. The web-site of the state services system showed that the fines had been considered paid off until November 2021, when they suddenly appeared again in Mitrokhin’s personal account.
A few days ago, the Moscow Bailiff Service issued a decision to temporarily restrict Sergei Mitrokhin from travelling abroad and collect the fines from his salary.
Attempts to get through to the Bailiff Service by phone, undertaken by Mitrokhin and his assistants, were unsuccessful.
“The actions of bailiffs can be viewed either as a kind of political repression, or as a complete lack of professionalism. In any case, this is simply not normal,” Sergei Mitrokhin says.
On 2 February, 2022, Mitrokhin is going to personally visit the Moscow department of the Federal Bailiff Service of Russia. If he fails to get an appointment with the bailiffs, the Mitrokhin plans to hold a single picket by the Moscow office of the Bailiff Service demanding the resignation of Sergei Zamorodskikh, the Chief Bailiff of Moscow.
