On 19 August, the Territorial Electoral Commission of the Yakimanka District in Moscow decided to remove Andrei Morev, head of the Yakimanka Municipal Council in Moscow and Deputy Chairman of the Moscow Yabloko, from the forthcoming municipal elections. Earlier, Morev was found guilty of “demonstrating extremist symbols” and served 15 days of administrative arrest. Andrei Morev was also deprived of his right to be elected for a year, as he was found guilty under Article 20.3 of the Code of Administrative Offenses (“demonstration of extremist symbols”).

Chairman of the Yabloko party Nikolai Rybakov, Maxim Kruglov, Deputy Chairman of the Moscow Yabloko and a deputy of the Moscow City Duma, Kirill Goncharov, Deputy Chairman of the Moscow Yabloko, Nikolai Kavkazsky, a deputy chairman of the Yabloko Gender Faction, and party activists laid flowers at the Monument to the Defenders of Democracy in Russia, which is located at the intersection of Novy Arbat street and the Garden Ring.

The Petrogradsky District Court in St.Petersburg held the first hearing in an administrative case initiated against Alexander Shishlov, head of the Yabloko faction in the Legislative Assembly of St. Petersburg, under Article 20.3.3 of the Code of Administrative Offenses (“Public actions aimed at discrediting the use of the Armed Forces of the Russian Federation”).
The court supported the motions of the defence to attach to the case the conclusions by experts I.A. Levinskaya and D.V. Dubrovsky, containing a critical assessment of the “expert opinion” compiled by V. Abakanova, Associate Professor of the Herzen Russian State Pedagogical University, and on the appointment of psychological and linguistic expertise.

Civic activist Maria Volokh fined in Moscow for “discrediting the Russian army”

On 17 August, the Tverskoy District Court of Moscow fined the unregistered candidate for municipal deputies Maria Volokh in the amount of 60,000 roubles under Articles 20.2 (“violation of the rules for holding public events”) and 20.3.3 (“discrediting the Armed Forces of the Russian Federation”) of the Administrative Code for an action against censorship and repression. Earlier, the Territorial Electoral Commission of the Tverskoy district unanimously removed Volokh from the municipal elections, allegedly for the candidate’s residence permit in the Netherlands, without providing any evidence.

On 16 August, the Petrozavodsk District Court of the Republic of Karelia found Elena Neronova, a civic activist and an assistant to a city council deputy from the Yabloko party Olga Tuzhikova, guilty of “discrediting the Russian army”. The fine under Article 20.3.3 Part 1 of the Code of Administrative Offenses of the RF amounted to 30,000 roubles (over 500 Euro).

Head of the Novorzhevsky district Sofya Pugacheva fined for “discrediting the Russian army”

The Pushkinogorsk District Court in the Pskov Region found Sofya Pugachyova, head of the Novorzhevsky District elected from Yabloko, guilty of “discrediting the Russian army” due to the disappearance of the letters V and Z from the windows of the district community centre, which had been allegedly painted by the children from the summer camp on their own initiative for the Day of Russia (12 June). The local activists of the ruling United Russia party regarded the incident as a pretext for public persecution of the head of the district. The deputies of the district Assembly appealed to the public prosecutor’s office, and the police searched Sofya Pugacheva’s office, confiscating her office laptop, personal phone and work notebooks. The court fined Sofia Pugacheva 50,000 roubles (around 850 Euro).

The Irkutsk branch of Yabloko, together with civil activists, filed a lawsuit against the city administration of Irkutsk, one of the largest cities in Siberia. The lawsuit was filed with the Kirovsky District Court of Irkutsk for administration’s refusal to give a permission for the holding of a rally on 20 August. This was announced by the representative of the Irkutsk Yabloko Grigory Gribenko. Yabloko members and civil activists wanted to speak out against the so-called “censorship articles” introduced to the administrative and criminal codes of Russia for “discrediting the army” and “fakes about the army”. The administration of Irkutsk refused to give their permission for the rally, referring to COVID restrictions.

The electoral commission of the Krylatskoye district in Moscow refused to register another candidate for the municipal elections from the Yabloko party – Stanislav Yelagin, the current municipal deputy, city historic preservation and environmental activist. The formal reason for the refusal to register Yelagin in the race was an allegedly incomplete package of documents. Earlier, the electoral commission refused to register Alexei Krapukhin, an activist and member of the Regional Council of the Moscow Yabloko. Both the Yabloko candidates will appeal the electoral commission’s decision.

Yabloko candidate for Governor of the Novgorod region Anna Cherepanova does not recognise the elections due to fraud with the municipal filter

On 27 July, Anna Cherepanova, a candidate for Governor of the Novgorod region from the Yabloko party, submitted documents for registration to the Electoral Commission, despite the fact that she was unable to collect the required number of signatures from municipal deputies needed for registration in the race. According to the candidate, the administration of the Novgorod Governor Andrei Nikitin, who is being re-elected for a new term, used unscrupulous technologies in order to prevent Yabloko’s representative from running in the gubernatorial elections. Anna Cherepanova spoke about the violation of her rights as a candidate and rights of all voters of the region at the round table of the Public Chamber of the Novgorod Region.

Yabloko regional branches to hold actions of sending letters of support to political prisoners

The Yabloko party holds actions in support of political prisoners in different Russian regions. Any Russian citizen can participate.
The participants of the actions can bring their own postcards and write words of support to any political prisoner, as well as sign postcards specially printed by Yabloko for politician Vladimir Kara-Murza and journalist and Yabloko member in Khakassia Mikhail Afanasyev, who have been in custody since April under the criminal charges of spreading “fake news” about the Russian army. Yabloko regional offices undertake to send all letters and postcards to the prisoners.
