The Chelyabinsk branch of Yabloko appealed to the regional control and supervisory authorities demanding to check the feasibility of budget spending totaling to 24 million roubles. The money was spent by the Governor’s Office on purchases of a premium car, luxury gifts and banquets. The relevant statements were sent to the Control and Accounts Chamber, the regional Public Prosecutor’s Office, and the Main Control Department of the region.

On Tuesday, 19 January, the leaders, members and supporters of the Yabloko party will lay flowers at the scene of the murder of lawyer Stanislav Markelov and journalist Anastasia Baburova in Prechistenka Street in Moscow.
Stanislav Markelov and Anastasia Baburova were shot dead by neo-Nazis from the BORN group on 19 January, 2009.

The government of St. Petersburg does not rule out that Alexander Beglov, Governor of the city, initiates an inspection of 19 out of 22 municipal deputies from the United Russia party, who did not declare their families’ property in their financial statements. This follows from the answer of Alexander Belsky, Vice Governor of St. Petersburg, to the inquiry of Yabloko Chairman Nikolai Rybakov.
Towards the end of the outgoing 2020 (on 28 December), a meeting of the Electoral Commission of the Altai Territory was held in a covert way, the meeting completed the formation of territorial electoral commissions (TECs) in the Altai Territory. A total of 74 TECs have been formed in the region, that will have to “decide” the fate of elections in the region within five years.

Irina Kopylova, head of the Zaboryevskoye rural settlement, falsified the decision of the Council of Deputies to increase her wage supplement. The forged decision was sent to the financial department, and according to this faked decision Kopylova illegally received more than 240,000 roubles at the end of 2020.
The forgery was revealed by Anatoly Kivva, deputy of the Council of Deputies of the Zaboryevskoye rural settlement from the Yabloko party. He turned to the police with a statement in which he demanded to bring those guilty of the fraud to criminal responsibility under of Article 160 Part 3 of the Criminal Code of the Russian Federation. This provision of the Criminal Code assumes responsibility for the appropriation or embezzlement of property entrusted to a person, committed by this person with the help of his/her official post. The responsibility for this crime envisages up to six years in prison. Irina Kopylova was nominated to her post by the pro-government United Russia party.

Investigative journalist Christo Grozev released the names of the people whom Bellingcat was checking for their possible poisoning of politician Alexei Navalny, as well as their potential involvement in the group of the Federal Security Service (FSB) officers engaged in such poisonings.
The question of whether any other Russian public figures could have become victims of the poisoning arose after Grozev published the data on the recent movements throughout Russia of a group of people who were allegedly involved in the poisoning of Alexei Navalny. Social media users, in particular, found that the stay of some alleged FSB officers coincided with mysterious deaths of Caucasian activists – Yabloko party member Timur Kuashev and Ruslan Magomedragimov.
The Ryazan branch of the Yabloko party appealed to regional Public Prosecutor Ivan Panchenko in connection with the fact that on December 7, as follows from the documents posted on the Public Procurement Portal, officials signed an acceptance certificate (signed by Vladimir Lusenkov, an employee of the Kasimov city administration) for the works that had to be performed in the city garden in the city of Kasimov. The contractor was the UK Uyutny Dom company. The act contains a handwritten note stating that “the scope of works has been completed in full in accordance with the costs stated in the pro forma invoice”.
At the request of Lev Shlosberg, Yabloko MP of the Regional Assembly of the Pskov Region, the Public Prosecutor of the Pskov region checked the legality of the transfer of three buildings in the historical centre of Pskov, which belonged to the Pskov city hospital, to the ANO Youth Development Centre “Loft” for free use. The Public Prosecutor’s Office found that the organisation is not socially oriented, and thus, according to the law, it could not get state property for use bypassing the auction. The Public Prosecutor sent an order to the Committee for Property Management of the region on the need to terminate the rights of ownership and use of the buildings by Loft and return them to the treasury of the Pskov region

Today, Alexander Goncharenko, doctor and Candidate of Medical Sciences, member of the Federal Bureau of the party, Chairman of the Altai regional branch of Yabloko and human rights activist, turs 60. Yabloko Chairman Nikolai Rybakov sends him greetings on behalf of the party:

Deputies of the regional parliament adopted the budget of the Pskov region for 2021 in three readings. In the third and final reading, the bill was supported by a pro-government majority of 33 deputies (the United Russia, and A Just Russia factions). The leaders of the regional branches of Yabloko, the Communist Party of the Russian Federation and LDPR condemned the colonial budgetary policy of the federal centre and refused to support the bill.

Pskov parliamentarians adopted amendments to the Electoral Code of the Pskov Region. All parties, except for the ruling United Russia party, opposed multi-day voting in the elections, as well as voting in the yards and other similar changes, as they make elections non-transparent and expand the scope for mass-scale fraud.
Statement by the Saratov branch of Yabloko, 29.12.2020
A year ago, at the end of 2019, there was a change in the leadership of the Electoral Commission of the Saratov Region. The electoral system of the region during this time fully demonstrated extremely negative consequences of personnel changes, blatant incompetence of the new leaders and their reckless political engagement. The Regional Council of the Saratov regional branch of the Russian United Democratic Party Yabloko considers the current activity of the Electoral Commission of the Saratov Region destructive and leading to the elimination of the principles of the political balance in the region.
On 24 December, the Ryazan Regional Duma, adopted by 32 votes out of 40 a decision to increase the wages for assistants of Duma deputies by more than two times – up to 60,000 roubles. This increase will require an additional 20 million roubles per year.
The Yabloko party has developed and submitted to the executive and the legislative authorities amendments to the Law on Police, which envisage equipping all police stations where legally significant procedures are carried out with video cameras and audio recorders.
On 8 December, the State Duma of the Russian Federation adopted in the first reading other, repressive, amendments to the law “On Police”. The Yabloko Centre for Legislative Initiatives prepared an examination of the constitutionality of these amendments. Party lawyers believe that these changes are aimed at establishing a police state and suppressing disturbances and discontent of citizens, which are, apparently, expected by the authorities .

New manifestations of sociological, psychological and economic laws in global socio-political life have acquired absolutely unprecedented scales. Reality is determined more and more by the spread of the fourth industrial revolution to the socio-political sector. This concerns new generation information and communications technologies related to expansion of the Internet and also the collection and processing of large arrays of different data in a digital format, the use of elements of artificial intelligence. These technologies adapted for use in mass communications have rendered it possible to dilute the fundamentals of the “classical” model of the political organisation of society.
It goes without saying that the crisis of party systems and related state institutions, the contradictions in the relations of the authorities and society in leading democratic countries have been in the making for many years. New technologies changing the realities of life expedited crisis phenomena and the ongoing destruction of institutions, and as a result fringe ideas and politicians with authoritarian views have started assumed far more significant positions in their countries (See «On the political systems of the New Age»).
The “networking” of society so typical of today1, accompanied by a wide distribution of forms of influence, and accordingly, a decrease in individual responsibility, has resulted in an abrupt increase in the number of random outcomes unrelated to the actual ratio of interests of publicly significant groups. Significant opportunities have appeared for strange political decisions that unexpectedly receive support and a chance for implementation. Presented by enthusiasts as a tool democratising governance, in reality, “networking” generates chaos and irrationality.
Konstantin Smirnov, deputy of the Dubrovsky Rural Settlement Council of Deputies, Chairman of Ryazan branch of Yabloko and Editor-in-Chief of vidsboku.com, began collecting signatures from residents against the impending decision to transfer a large plot of land to the heads of the Zeleny Sad construction company.
Sanal Molotkov, a member of the Yabloko branch in Kalmykia, held a single picket [such pickets do not need any permissions from the authorities] against unjustified provision of tax benefits by the regional authorities to the Fortum and Rosnano companies. The action took place in front of the building of the government of the Republic of Kalmykia.
Yesterday, on December 23, the Moscow City Duma considered the bill on parliamentary investigations submitted by Maxim Kruglov, the leader of the Yabloko faction.
According to the document, any facts of violation of the city laws, the rights of Moscow residents, non-fulfillment of the budget, manipulation with city property, non-compliance with construction rules can become the subject of investigation.
