The decision to fill the vacant mandate of a deputy of the Legislative Assembly of St. Petersburg of the seventh convocation in connection with the early termination of the powers of deputy Boris Vishnevsky was made at a meeting of the Federal Bureau of the Yabloko party on 31 October. The documents on the candidacy of Olga Shtannikova will be sent to the Electoral Commission of St. Petersburg soon.
Olga Shtannikova was born in Leningrad, on Vasilievsky Island, into a family of engineers. She has higher educations in geography and law.
From 1992 to 1993, Olga Shtannikova worked in the commission on ecology and urban economy of the Leningrad City Council.
She was elected as a deputy of the municipality Grazhdanka in St. Petersburg three times and was the head of the municipality.
From 2012 to 2022, Olga Shtannikova headed the office of the Commissioner for Human Rights in St. Petersburg.
Active State Councilor of St. Petersburg, 1st class. Awarded with the honorary badges “For Care of the Beauty of the City” and “For Mercy” and commendations from the Commissioner for Human Rights in St. Petersburg, the Legislative Assembly of St. Petersburg and the Governor of St. Petersburg.
Member of the Yabloko party since 1995. Member of the Party Arbitration.
In 2019, Olga Shtannikova was nominated for the elections of deputies of the Legislative Assembly of St. Petersburg as number three on the Yabloko list. As a result of the elections, only the first and second numbers on the party list – Boris Vishnevsky and Alexander Shishlov – became deputies. Yabloko did not recognise the election results: in our opinion, the real support of St. Petersburg voters allowed the formation of a more representative faction in the Legislative Assembly.
On 29 March, 2024, the Ministry of Justice added Boris Vishnevsky to the register of “foreign agents”. The politician continues to challenge the status, but repressive legislation forces Vishnevsky to abolish his parliamentary powers.
