Nikolay Rybakov in Krasnoyarsk: about the “black sky”, the problems of the Yenisei and the underfunding of medicine

The nature of the region starts brining you joy already on the approach to the Dmitry Hvorostovsky airport. Endless taiga, hills, and the great Yenisei river. At the same time, it is hard to breathe in Krasnoyarsk – because of the large number of enterprises (primarily the KrAZ-Rusal aluminum plant) and road transport. All this is combined with the location of the city in a basin and high humidity from the Yenisei, which, after the construction of the Krasnoyarsk hydroelectric power station, stopped freezing [in winter] (a separate natural disaster). Aa additional load is brought by a combination of high-rise buildings and low-rise buildings (a specifics of the city construction), and coal and stove heating.
Although the day today, by the standards of Krasnoyarsk, turned out to be sunny and the sky was clear, the state of the environment is one of its main problems, which has not been resolved for a long time. The so-called “black sky”, when the neighbouring house is not visible from the window, and the sky is in a haze, unfortunately, a common thing for Krasnoyarsk residents.
In Krasnoyarsk, I gave an interview to the local TV channel Krasnoyarsk – thanks to Sergei Grigoryev for the conversation. I met with the first deputy head of Krasnoyarsk Alexei Davydov – I handed him a fifty-page selection of documents from the public examination of the EIA (environment impact assessment) of the project of an inwash of an island on the Yenisei in the Abakan channel – the expertise was carried out under the leadership of Alexander Kolotov, my friend, an environmetalist and a member of the Yabloko’s Green Russia faction – a summary can be found here. The conclusions are unambiguous – the arrangement of such a hydrolic filling in the river was not been worked out at all and the impact on the river was not been assessed by potential builders-inlays.
I also spoke in a live broadcase on the radio Komsomolskaya Pravda – Krasnoyarsk – KP.RU – and told about our demand for Governor Alexander Uss to urgently support medicine – to redistribute 1 billion roubles [from the regional budget] to fight the pandemic and support the regional healthcare. The maintenance of officials of the Krasnoyarsk Territory has increased by 200 million roubles in a year, while the expenditure on healthcare dropped by 5 billion roubles. At the same time, almost 800 million roubles are spent to support mass media, 110 million roubles is spent on the senseless maintenance of a representative office in Moscow. Krasnoyarsk residents have to queue for weeks for a vaccination against coronavirus, 80% of the bed capacity is filled. The regional hospital announced that they would now accept patients only in emergencies or when diagnosed with COVID. People need help immediately and the region has funds to support healthcare.
In the evening, I talked with local residents on the embankment of the Yenisei River. The working day ended with a discussion with Yabloko supporters.
