Lev Shlosberg claims that a municipal filter must be removed for gubernatorial candidates from the parties represented in the parliaments
Deputy of the Pskov Region Legislative Assembly, Chair of the Pskov branch of Yabloko Lev Shlosberg proposed to adopt a draft law on the withdrawal of a municipal filter for gubernatorial candidates from the parties, which have representation in the State Duma or regional parliaments. Shlosberg introduced the draft law with the proposal before the Pskov Region parliament. If the bill is passed by the regional deputies, the initiative will be considered by the State Duma.
The withdrawal of the municipal filter for candidates for governors form the parties, which have representation in parliaments, will exempt them from collecting signatures of municipal deputies and heads of local self-government bodies in order to get registered.
Yabloko Chair, deputy of the Legislative Assembly of the Republic of Karelia Emilia Slabunova also introduced such an initiative before the Karelian parliament in March. However, the majority voted against it.
Lev Shlosberg said that there were many examples when the municipal filter was used as an administrative in order to prevent competition and remove the candidates which “fall out of favour” with the authorities from elections.
