On the night of 14 May, Andrey Vladimirovich Babushkin, a member of the Federal Bureau of the Yabloko party and a member of the Presidential Council for Human Rights, passed away at the age of 58.

Andrei Babushkin was born in the Moscow region in 1964. Graduated from the Faculty of Philosophy of Lomonosov Moscow State University.

1990-1993 – Deputy of the Mossovet (the Moscow City Council).

1991-1993 – Head of the Moscow Interdepartmental Commission for Prisons and Crime Prevention

1993-1995 – Director of the Society of Trustees of Penitentiary Institutions. He organised a system of regular assistance to needy children serving sentences in juvenile penal colonies.

Since 1996 – headed the public human rights charitable organisation Committee for Civil Rights.

1996-2000 – a member of the Chamber for Human Rights of the Political Consultative Council under the President of the Russian Federation.

In 1999 he joined the Yabloko Party. He was repeatedly elected a member of the Federal Bureau of Yabloko, and was a member of the governing bodies of the Moscow regional branch of the party.

Since 1999 – a member of the Expert Advisory Council under the Commissioner for Human Rights in the Russian Federation.

Since 2008 – a deputy of the Municipal Assembly of the Otradnoye District, Moscow.

Since 2012 – a member of the Council under the President of the Russian Federation for the Development of Civil Society and Human Rights. Chairman of Working Group No. 10 on facilitation of the activities of the Public Monitoring Commission and penitentiary reform and issues of crime prevention.

Andrei Babushkin won over two hundred criminal and civil cases in courts in the interests of children, young people, and pensioners, and achieved the release of many innocent people from penal institutions. He was the organiser of several campaigns for the protection of public gardens and floodplains in the North-Eastern Administrative District of Moscow, thus managing to preserve these sites for people’s recreation. Author of more than 30 amendments in the current legislation. Creator and head of the Service for Helping Orphans returning home and to shelters more than 500 homeless children.

The farewell ceremony and funeral will be on 17 May. The farewell ceremony will be held  at the address: Moscow, Smolensky Boulevard, 19, building 2 (the Human Rights House) from 11:00 a.m.
