Yabloko Chairman Nikolai Rybakov has sent an official appeal to Vladimir Kolokoltsev, Minister of Internal Affairs of the Russian Federation, demanding an urgent inquiry into reports of violence against political scientist Alexander Kynev, who is being held in the Matrosskaya Tishina pre-trial detention facility, and, should these reports be confirmed, that those responsible be brought to account within the remit of the Ministry of Internal Affairs.

According to media reports, Alexander Kynev was detained on 25 September 2026 and placed in the Matrosskaya Tishina pre-trial detention facility. He is charged with the attempted sale of drugs in large quantities (Article 228.1(4)(g) of the Criminal Code of the Russian Federation).

On 28 September 2026, the online outlet Lenta.ru and several other media outlets reported that Kynev had been admitted to the hospital attached to the facility. According to human rights defenders, following his detention he was diagnosed with two fractures resulting from torture; he was put in a plaster cast, and his condition was assessed as moderately serious.
