On 7 September, police in Yekaterinburg detained Konstantin Kiselyov, leader of the Yabloko faction in the Yekaterinburg City Duma and the party’s candidate for State Duma deputy in Central single-mandate constituency No. 169. An administrative offence report was drawn up against him under Article 20.3 of the Code of Administrative Offences of the Russian Federation, on “displaying extremist symbols”. After the report was drawn up, the politician was released from the police station.

Kiselyov was detained in the morning as he was leaving his home. At the time, he was on his way to pre-election debates on GTRK Ural television channel.

This means that, over the past few days, administrative offence reports under Article 20.3 of the Code of Administrative Offences have now been drawn up against three Yabloko candidates for the State Duma. On 4 September in Moscow, Anna Shatunovskaya-Byurno, who is standing in Preobrazhensky single-mandate constituency No. 204, and Grigory Grishin, the candidate in Leningradsky single-mandate constituency No. 197, were detained.

Shatunovskaya-Byurno was taken to Yakimanka police station, and Grishin to Akademichesky police station. After the reports were drawn up, both were released. The court hearing in Shatunovskaya-Byurno’s case will take place on 8 September; a date for Grishin’s case has not yet been set.

A finding of administrative liability under Article 20.3 of the Code of Administrative Offences entails the loss of the right to stand for election for one year.

In total, 17 Yabloko members have now either been found administratively liable under this article or have had reports drawn up against them. They are: party Chairman Nikolai Rybakov; Deputy Chair of the party and deputy of the Duma of Veliky Novgorod and Chair of Novgorod Yabloko Anna Cherepanova; deputies of regional parliaments Alexander Shishlov and Olga Shtannikova (St. Petersburg), Emilia Slabunova (Republic of Karelia) and Artur Gaiduk (Pskov Region); municipal deputies Dmitry Rybakov (Petrozavodsk) and Tatyana Pasman (Pskov); Deputy Chairs of regional party branches Yelena Ivanova (Novgorod Region) and Svetlana Vasilkova (Pskov Region); party members Anton Kostryukov (Staraya Russa, Novgorod Region) and Tatyana Fedorova (Pskov); State Duma candidates Vladislav Arkhipov (Kirov), Anton Gendrikson (Kaliningrad), Anna Shatunovskaya-Byurno and Grigory Grishin (Moscow), and Konstantin Kiselyov (Yekaterinburg).
