Alexander Shishlov’s appeal against the court ruling that stripped him of the right to stand for election will be heard on 15 July

On 15 July, the St.Petersburg City Court will hear the appeal lodged by Alexander Shishlov, Coordinator of Yabloko’s Federal Political Committee and former head of the party’s faction in the Legislative Assembly of St.Petersburg, against the fine imposed on him by a judge of the Petrogradsky District Court, purportedly for “displaying extremist symbols” (Article 20.3 of the Code of Administrative Offences).
Alexander Shishlov’s defence in court is being conducted by lawyer Andrei Chertkov and legal counsel Vitaly Isakov, one of the leaders of Yabloko’s federal list for the forthcoming State Duma elections.
It should be noted that the grounds for the administrative prosecution of Alexander Shishlov were a repost on his Telegram channel, more than three years old, of an interview given by Grigory Yavlinsky to journalists. The case materials contain no evidence whatsoever that the publication contained propaganda or the public display of the symbols or paraphernalia of extremist organisations.
Nevertheless, during the court proceedings all 11 motions filed by the defence were dismissed, and on 24 April a judge of the Petrogradsky District Court fined Alexander Shishlov 1,500 roubles in the fabricated case over the “display of extremist symbols”. The ruling automatically stripped the Coordinator of Yabloko’s Federal Political Committee and head of the faction in the Legislative Assembly of St Petersburg of the right to stand in the September 2026 elections to the State Duma and the Legislative Assembly.
On 29 April, Alexander Shishlov announced the early termination of his mandate as a deputy. His seat in the St.Petersburg parliament was taken by Dmitry Anisimov, Deputy Chairman of St.Petersburg Yabloko, one of the leaders of the party’s federal candidate list for the forthcoming State Duma elections, and leader of the party’s citywide list for the elections to the Legislative Assembly of St.Petersburg.
