The Moscow Public Prosecutor’s Office, at the request of Yabloko Deputy Chair Boris Vishnevsky, will check MP Gurulev’s statement about the extermination of Russian citizens who disagree with Vladimir Putin

The Public Prosecutor General’s Office sent Boris Vishnevsky’s appeal for a legal assessment of the scandalous statements of State Duma deputy Andrei Gurulev for consideration to the Moscow Public Prosecutor’s Office. This is stated in the response of the Public Prosecutor General Office to an appeal from Boris Vishnevsky, Deputy Chairman of the Yabloko party and a deputy of the Legislative Assembly of St. Petersburg.
Earlier, Vishnevsky sent an appeal to the Public Prosecutor General of Russia Igor Krasnov with a request to organise a check of State Duma deputy Andrei Gurulev’s statement that 20% of Russian citizens who disagree with the policies of President Vladimir Putin should be exterminated.
Gurulev on a state television programme called these citizens “rot”, which “should be, if not isolated, then at least somehow destroyed”. Vishnevsky called on the Public Prosecutor General’s Office to initiate a criminal case against MP Gurulev.
“I believe that the inhumane and clearly illegal calls of MP Andrei Gurulyov are aimed not just at inciting hatred based on political enmity, but at undermining a number of provisions of the Constitution of the Russian Federation,” Boris Vishnevsky writes in his appeal.
“The ultimate goal of such statements by Mr. Gurulyov may be, as I believe, incitement of mass repressions in the Russian Federation and civil war,” the Deputy Chairman of Yabloko concludes.
It should be noted that on 15 October, 2023, State Duma deputy Andrei Gurulyov, speaking live on the programme “Sunday Evening with Vladimir Solovyov,” said that, in his opinion, President Vladimir Putin is supported by 80% of the population, noting the following about the remaining 20%: “…for all this rot that remains, it must be, if not isolated, then at least somehow destroyed.”
On 21 October, 2023, on the website Chita.ru, MP Gurulyov tried to explain his statement. In particular, he called for treating Russian citizens with the status of “foreign agents” as enemies, who must be eliminated, and also attributed to representatives of the Russian opposition the goals which he himself had invented – to destroy Russia, “surrender,” etc.
