Yabloko seeks to oblige the heads of municipalities and districts to publish their annual reports on the Internet

The Yabloko faction in the Legislative Assembly of Karelia submitted to the Assembly its legislative initiative to supplement the Law “On the General Principles of Organisation of Local Self-Government in the Russian Federation” with a norm envisaging that annual reports of the heads of the municipalities and local administrations should be published on the Internet.
According to Article 3 of the Constitution of the Russian Federation, the only source of power in the country is its people. The people exercises its power directly, as well as through state authorities and local self-government bodies. But every day it becomes increasingly more difficult for the people to interact with the authorities, Emilia Slabunova, the head of the Yabloko faction in the Legislative Assembly of Karelia, notes.
“People are not heard, they receive run-around formal replies to their appeals to the authorities, and sometimes they do not receive answers at all, their opinion is ignored, information in the public domain is published selectively or is concealed. Voters complain increasingly more often that they cannot see the reports of local administrations on their work. The proposed amendments to the law are aimed at eliminating this gap,” Emilia Slabunova comments on the initiative.
