On 17 November, the Moscow City Duma will conduct a meeting of the Commission on Environmental Policy, which will consider a draft resolution of the Moscow City Duma “On the draft federal law “On the Introduction of Amendments to Article 1 of the Federal Law of November 23, 1995 No. 174-FZ “On Ecological Expertise”. The bill was submitted by Yabloko MP by Sergei Mitrokhin.  The commission starts at 10:00, the issue will be considered at about 11:30, the broadcast will take place on the official YouTube channel (https://www.youtube.com/@mosgorduma) of the Moscow City Duma.

The bill deals with the restoration of the institution of state environmental expertise in relation to regional specially protected natural areas, including those located in Moscow, which was canceled almost 20 years ago. Since then, any economic work in Moscow parks has ceased to require environmental expertise, and regional specially protected natural areas have become second-class objects in comparison with federal ones, which are protected by this institution.

The bill proposed to conduct a mandatory state environmental expertise of projects for the improvement of regional specially protected natural areas.

It should be noted that in recent years, the improvement of Moscow parks (Pokrovskoye-Streshnevo, Kuskovo, Bitsevsky Forest, etc.) has been causing sharp criticism and active opposition from Muscovites.
