Moscow City Duma MP Sergei Mitrokhin fined 200,000 roubles for repeated violation of the rules for holding rallies

Sergei Mitrokhin, MP of the Moscow City Duma, was fined 200,000 roubles for repeated violation of the rules for holding rallies (Article 20.2, Part 8 of the Code of Administrative Offenses). The decision was made today by the Khamovniki Court of Moscow.
The police detained Mitrokhin on 31 May at his meeting as a deputy of the Moscow parliament with the residents of the Khamovniki district, Moscow. The meeting was devoted to plans of the developer to lay communications for the construction of elite apartments through the courtyard of the house located a the address 11 Yefremov Street.
According to Sergei Telnov, the politician’s lawyer, the protocol against Mitrokhin was drawn up because he “posted on the Internet on May 24, 2022, calls for an unlimited number of people to participate in a mass public event, that was not agreed with the executive authorities, on the fact of building a house on the adjacent territory in Moscow”.
The court hearings on the second administrative protocol, allegedly for “arbitrariness”, drawn up against Mitrokhin on the same day, have not been scheduled yet.
“I will certainly appeal against the decision of the Khamovniki Court, although I know the result in advance,” Mitrokhin commented.
In March 2021, the Tverskoy Court, Moscow, found Mitrokhin guilty of violating the rules of organisation of the rally on 23 January and imposed on him a fine of 300,000 roubles.
In May 2021, the Tverskoy Court, Moscow, found that Mitrokhin had repeatedly violated the rules for holding a rally by allegedly participating in a rally near the building of the Federation Council. The fine amounted to 150,000 roubles.
In December 2021, the Khamovniki Court, Moscow, fined Sergei Mitrokhin 25,000 roubles for “violating the rules for holding rallies” during his meeting with voters near the Sportivnaya metro station.
Two years earlier, in March 2019, the Kuntsevsky Court, Moscow, fined the politician 200,000 roubles. In 2018, the total amount of fines amounted to 225,000 roubles.
