After the application of the Ryazan branch Yabloko, the Public Prosecutor’s Office confirmed the facts of payment for the uncompleted work by officials of the city of Kasimov

After the application of the Ryazan branch of Yabloko to the Public Prosecutor’s Office in connection with the acceptance and payment for uncompleted work on the improvement of the city garden in the city of Kasimov, the regional Public Prosecutor’s office sent the materials to the Investigative Committee which would consider the issue of criminal prosecution against Larissa Mirzoyan, head of the administration and housing and communal services of the city.
Larissa Mirzoyan may face charges under Article 292 Part 1 (forgery by an official), Article 285 Part 1 (abuse of office) of the Criminal Code of the Russian Federation. In total, more than 3 million roubles were illegally transferred from the federal and regional budgets in favour of the contractor OOO UK Uyutny Dom.
The Public Posecutor’s Office of the Ryazan region reported that the results of the check revealed the following: “in fact, an uncompleted work was accepted in an overstated quantity, and as a result, was paid for in a larger volume”, namely, “not all metal pillars and barriers in the form of lattice panels were installed along the perimeter of the garden, the painting of metal surfaces with enamel was not completed in full, park benches and landscape architectural figures were not installed, work on the construction of gates with metal lattices was also not completed”.
It should be noted that in late December the Ryazan branch of the Yabloko party appealed to regional Public Prosecutor Ivan Panchenko in connection with the fact that on December 7, as follows from the documents posted on the Public Procurement Portal, officials of the Kasimov city administration signed an acceptance certificate and paid for the works that had to be performed in the city garden but were not completed. The contractor was the UK Uyutny Dom company. The act contains a handwritten note stating that “the scope of works has been completed in full in accordance with the costs stated in the pro forma invoice”. However, as of December 24, the landscaping works in the city garden were not completed, which was recorded on the video by Kasimov activists. The deadline for the implementation of the works, according to the contract, was December 4 (whereas the terms of reference for the contract specify the period until November 15).
