The events in Ingushetia over the past two years have exposed and demonstrated the failure of the concept of the vertical of power and the entire system of government in the Republic. The procedure for “election” of the head of the Republic of Ingushetia has actually been turned into a system for appointing a representative loyal to the Kremlin. Candidates who are strong and respected by the people, who have the support of potential voters, are not allowed to the election of the head of the Republic by means of various kinds of manipulations and procedures. A person, who is deliberately focused on satisfying the will of the country’s leadership, rather than solving problems in the region, is brought to power. The authorities do not hear and do not respect people’s opinions. Political deafness, unwillingness to take into account the requests and just indignation of citizens increase the gap between society and the government, lead to the alienation of people from the state.

Systemic policy changes are the key to the solution of the problem. The Ingush regional branch of the Yabloko party insists on introducing amendments to the legislation of the Republic of Ingushetia, which should be aimed at observation of human and civil rights and freedoms, as well as the interests of the Republic of Ingushetia.

We consider it necessary to do the following:

– Return to the residents of the Republic of Ingushetia the right to elect the head of the Republic in direct, nationwide elections.

– Give residents of municipalities the right of choice in the course of direct elections of heads of cities and municipal districts.

– Endow the People’s Assembly of the Republic of Ingushetia with the right of impeachment of the head of the Republic of Ingushetia.

Only the residents of the Republic of Ingushetia have the moral right to determine who will head the executive power in the Republic, represent the people, protect the interests of the Republic and its inhabitants in relations between the region and the federal centre, as well as other subjects of the country.
