Deputies of the Ryazan branch of Yabloko vote against the draft budgets of their municipalities
Press Release, 12.12.2019
Deputies of the Ryazan branch of the Yabloko party oppose the draft budgets of their municipalities. Konstantin Smirnov, deputy of the Dubrovsky rural settlement, has already voted against the budget of the settlement, all other deputies of the Council representing United Russia supported the draft. Anatoly Kivva, deputy of the Zaboryevsky rural settlement, intends to vote against the draft budget when the document is considered.
Konstantin Smirnov, Chairman of the Ryazan branch of Yabloko, emphasises that the regional branch of the party is against treating the budget as an accounting document.
“The budget should be a real work plan for the local administration, especially at the level of rural settlements. We cannot support the proposed projects, since the share of administration costs in local budgets is unacceptably high. In addition, at the level of a rural settlement, all expenses should be as detailed as possible, however, only general directions of expenses are presented in the proposed draft budgets,” Konstantin Smirnov says.
The Ryazan branch of Yabloko marks that budgets were submitted to the councils very late this year, which is explained by the dependence of local self-government on higher levels of government.
