On 6 June, Vitaly Arshinov nominated by the Pskov branch of Yabloko, submitted documents to the Pskov Region Electoral Commission so that to run in the forthcoming gubernatorial elections.

From this moment, Yabloko begins collection of signatures of the heads and deputies of local self-governments in support the nomination of the candidate.
To get its candidate registered as a candidate for the post of governor, Yabloko must collect and submit to the Electoral Commission of the region (by 7 of July) notarially certified signatures of at least 111 heads and deputies of local self-government bodies, including at least 45 signatures of heads of districts, deputies of city parliaments and district assemblies, no less than from 20 municipalities of the Pskov region of the second level (there are 26 municipalities in the region in total). The maximum number of signatures is 116.
The team of the Pskov Yabloko has begun collection of signatures.
Immediately after submission of documents to the electoral commission Vitaly Arshinov and the chairman of the Pskov Yabloko Lev Shlosberg conducted a short live broadcast for the audience of the Citizen TV channel, where Vitaly Arshinov answered questions about the priorities of his gubernatorial programme and attitude to the elections.
Answering a question from the audience about the readiness to “go to the end”, Vitaly Arshinov replied, “If I were not ready to go to the end, I would not give my consent to the nomination.”
Answering numerous questions in social networks, Lev Shlosberg said, “We are a team. We are not a party of one person. We are not a group of people acting on an established plan. The election of the governor is a struggle for power, and not a struggle for some rankings. We have put forward the strongest possible candidate in our team for the position of the governor. This was the decision of the team, it was carefully prepared and accepted by the consensus in the team. There can not be a unanimous vote in the Pskov Yabloko without a complete mutual understanding of the tasks.”
Yesterday evening, 5 June, delegates of the 22nd conference of the Pskov regional branch of the Yabloko party nominated a candidate for the post of Governor of the Pskov region.
Lev Shlosberg, Chairman of the party branch and MP of the regional Assembly, proposed to nominate Vitaly Arshinov, head of the Plyussky district. Arshinov was nominated to run for the post of the district head by the Pskov branch of Yabloko and won the election on 10 September, 2017, receiving 47.99 per cent of the vote.
Vitaly Arshinov’s nomination was supported by the Regional Council of the Pskov Yabloko on 4 June and was also coordinated with the Executive Committee of the YABLOKO Bureau.
Vitaly Arshinov is a well-known advocate of the developments of local self-government in the Pskov region.
The Pskov branch of Yabloko began preparations for the nomination of Vitaly Arshinov as a candidate for the post of governor of the Pskov region at the end of 2017.
