Tomorrow, on 16 February, YABLOKO Chairperson Emilia Slabunova will submit a draft of the amendments to the Federal Law on Education to the State Duma Committee for Science and Education. Slabunova’s proposal will guarantee the access to education according to the single state educational standard for every child regardless of the region of residence.

According to the current law, the financial support of the state educational standard falls on the regions. However, the territorial entities have different financial possibilities.

The immediate situation with inter-budget relations, changes in tax policy, number of assignments on behalf of the federal centre without income sources do not allow a large number of the regions to find the means to implement the state educational standards to the extent required.

This represents a threat to the single educational environment of the country, YABLOKO Chair thinks:” The right to education has become dependent on the region where a child lives”.

The amendments developed by Emilia Slabunova propose to set the formulas of minimum spending allowance per one student per year and impose the mechanisms to equalise the financial security of the regions.

It is to be recalled that Emilia Slabunova is an active deputy of the Legislative Assembly of the Republic of Karelia, Deputy Chair of the Committee for Education, Culture, Sports and Matters Concerning Young Persons of the Legislative Assembly, Candidate of pedagogic sciences, Honoured Teacher of Russia.

The meeting of the Committee will start at 14.00.
