Statement by the Bureau of the Moscow branch of Yabloko, 29.09.2026

The Bureau of the Moscow branch of Yabloko, having considered the results of the recent election campaign, notes the following:

1. The election campaign was accompanied by mass and systemic violations which give rise to justified distrust of its officially announced results. These include the following:

• the removal of the party’s federal list from the race;
• distortions at polling stations;
• the significant (overwhelming) influence of electronic voting methods (remote and on-site electronic voting) that are non-transparent and not open to independent observation or verification, and the use of electronic voter registers, which do not allow reliable oversight of the accuracy of voter records or of citizens’ ability to exercise their electoral rights;
• the negative experience of three-day voting, which reduces the transparency of the procedure and the scope for public oversight;
• an excessively complicated procedure for appointing observers, obstruction by electoral commissions of their access to polling stations, and intimidation of observers by the security agencies, including the serving of call-up papers from military enlistment offices;
• the refusal to admit observers appointed by Sergei Mitrokhin and other party representatives to polling stations;
• systemic pressure on candidates in single-mandate constituencies throughout the campaign;
• regular detentions of candidates and attempts to remove them from the race;
• the unjustified refusal of media outlets and hosting platforms to broadcast the party’s campaign videos.

1. Despite these circumstances, the candidates for the State Duma nominated by Yabloko achieved a significant result: according to official figures alone, almost 500,000 Muscovites voted for them in total, and the campaign demonstrated an unparalleled consolidation of the party’s supporters around a common position.

We thank all the candidates from the Moscow branch of Yabloko for the courage, integrity and consistent work they showed under unprecedented pressure. We also thank all the supporters, voters, volunteers and observers who backed the party and its candidates at every stage of the campaign.

The Bureau of Moscow Yabloko calls on former Yabloko candidates to continue systematic work with voters and initiative groups in their constituencies, regardless of the electoral cycle.

The Bureau resolves to begin preparations for the 2027 municipal election campaign in Moscow, including forming working groups for each constituency and planning the timeline and stages of the work.
