Viktor Sheinis, a Yabloko Federal Political member and one of the authors of the Russian Constitution of 1993, passes away at the age of 92

On 25 June, Viktor Sheinis, a member of the Federal Political Committee of the Yabloko party, a deputy of the State Duma of the first two convocations, co-founder of Yabloko, and one of the authors of the Russian Constitution of 1993, died at the age of 92.
A commemorative ceremony will take place in the Yabloko office in Moscow (Pyatnitskaya 31, bldg 2) on 29 June from 11:00 to 14:00.
Viktor Sheinis was born in Kyiv on 16 February, 1931.
He graduated from the Leningrad State University, Faculty of History.
1954-1957 – history teacher at secondary school N 107, Leningrad
1957-1958 – postgraduate student of the Institute of Oriental Studies of the USSR Academy of Sciences, Moscow
1957 – one of the authors of the article “The Truth about Hungary”, criticising the Soviet invasion of Hungary. In 1958 he was expelled from the Komsomol and the postgraduate course in the institute because of this article.
1958-1964 – worker of the Kirov plant, Leningrad
1964-1975 – postgraduate student, assistant, associate professor of the Department of Economics of Modern Capitalism, Leningrad State University
1965-1992 – author of books on the economics and politics of developing countries
1966 – Candidate of Economic Sciences
1975-1977 — senior researcher at the Institute of Socio-Economic Problems of the USSR Academy of Sciences, Leningrad
1977-1992 — Leading Researcher, Chief Researcher at the Institute of World Economy and International Relations of the USSR Academy of Sciences, Moscow
1982 – Doctor of Economics
1990-1993 – People’s Deputy of the RSFSR
1992-1993 – Deputy Executive Secretary of the Constitutional Commission of the Congress of People’s Deputies of the Russian Federation
Since 1993 – member of Yabloko. Held various positions in the governing bodies of the party. Since 2008 – member of the Federal Political Committee of the party.
1993-1994 – Deputy Chairman of the Commission for Legislative Initiatives under the President of the Russian Federation
1994-1995 – Deputy of the State Duma of the first convocation, member of the Committee on Legislation and Judicial Reform
1995-1999 – Deputy of the State Duma of the second convocation, member of the Committee on Legislation and Judicial Reform. Author of the books “The Rise and Fall of the Parliament: Crucial Years in Russian Politics (1985-1993)” (Moscow, Carnegie Centre, INDEM Foundation, 2005), “Governing and Law: Politics and Constitutions in Russia in the 20-21 centuries.” (M.: Mysl, 2015).
