Anna Cherepanova, a deputy of the Novgorod City Duma, demanded that the Federal Penitentiary Service, the Public Prosecutor General’s Office and the Ombudsperson respect the rights of political prisoner Andrei Pivovarov

Anna Cherepanova, a deputy of the Duma of Novgorod from Yabloko, sent inquiries to the Public Prosecutor General of Russia Igor Krasnov, the head of the Federal Penitentiary Service Arkady Gostev and the Human Rights Commissioner Tatyana Moskalkova in defence of political prisoner Andrei Pivovarov.
The opposition politician has been imprisoned for 19 months. In December 2022, he was transferred from the pre-trial detention centre in Krasnodar, however, the location of the prisoner is still unknown. At the prisoner transport stage, the person is left alone with the system. He has no access to relatives and a lawyer, no hot meals, no bed, no walks – he has virtually nothing that needed for survival.
Deputy Cherepanova asks the head of the Federal Penitentiary Service Arkady Gostev to immediately inform Andrei Pivovarov’s relatives about the whereabouts of the person being transferred to another place of detention, ensure that he serves his sentence near his home in a penal colony in the Leningrad Region, respect his rights to correspondence and visits with relatives and a lawyer, stop violations of his rights in connection with unreasonably long prisoner transport time.
In addition, Cherepanova asks Public Prosecutor General Igor Krasnov to conduct an investigation into the facts of unreasonably long prisoner transport time for Pivovarov, non-observance of his rights to correspondence and meetings with relatives and his lawyer, violation by officials of the Federal Penitentiary Service of the procedure for notifying Privovarov’s relatives about the place where he is serving his sentence.
It should be noted that in May 2021 a criminal case was filed against Andrei Pivovarov for under Article 284 of the Cirminal Code (“conducting of activities of an undesirable organisation). Despite this, in July 2021, Yabloko nominated St. Petersburg politician Andrei Pivovarov as a candidate for the State Duma elections as part of the Yabloko list of candidates. Further any mention of the Yabloko party list of candidates was accompanied by a label indicating that it contained a candidate “affiliated with a person acting as a foreign agent”.
