Yabloko MP in the Pskov regional parliament Artur Gaiduk sent an appeal to the President of Russia with a proposal to issue a decree on the completion of partial mobilisation

Artur Gaiduk believes that such a decree will give people, including military personnel, legal guarantees of security and reduce tension in society.
Deputies receive appeals from Russian citizens that the public statements of the President of Russia, his Press Secretary and the Minister of Defense are not normative legal acts and cannot replace them, therefore, do not have the legal force that a decree on the termination of partial mobilisation would have, if the President signed it. Moreover, Paragraphs 4, 5 and 6 of Decree on partial mobilisation No. 647 of September 21, 2022, which refer to action during the period of partial mobilisation, continue to operate despite the announced completion of mobilisation.
The text of the decree on partial mobilisation does not contain any norms specifying from what date or an event the mobilisation is considered completed.
The decree on partial mobilisation contains the concept “before the end of the period of partial mobilisation” (clause 4), therefore, the end of mobilisation one way or another must come and be formalised in the same manner as the beginning of mobilisation, that is, by issuing an appropriate decree.
Earlier, Yabloko deputies of legislative assemblies in Moscow, Karelia and St. Petersburg sent similar appeals to the President of Russia.
