The Yabloko faction in the Legislative Assembly of Karelia sent an appeal to the President of Russia with a request to issue a decree on the completion of partial mobilisation, announced by Decree No. 647 of 21 September, 2022.
Yabloko deputies Emilia Slabunova and Inna Boluchevskaya note in their appeal that the public statements of the Defence Minister, the President of Russia and his Press Secretary that “the line has been drawn. Partial mobilisation is completed” are not normative acts and, therefore, have no legal force. Moreover, paragraphs No. 4, 5 and 6 of this Decree, having a reference to action during the period of partial mobilisation, continue to operate, despite its announced completion.
According to Yabloko deputies, the statements on completing partial mobilization must be confirmed by a presidential decree.
